Excellent overview! We at Alpiron are currently able to help fulfill the automation issue that you mention. Our software has the coupling of capacity monitoring with automation. We have the glue that makes the whole thing tick. 
Additionally, we have alarms in case your cloud (or local) machines go down. On top of that, we can even shut down and start up your local machines according to load.
